Below are three tables to help understand the Track Class and Track Handle per Race with Pool Sizes by Bet Types. 
In general, the higher the Track "Class", the larger the Handle per Race and the relative Bet Type pool.

However, as an example MNR and RDX are very nearly the same in Track "Class" but as evident from the below data, MNR has an almost double the Handle per Race than RDX.
Why? Answer: MNR has an on track casino facility and RDX does not have an on track casino.

Other factors have varying degrees of impact on the Handle per Race:

a) Day of the week, 'plain jane' weekdays will have a 10-20% decrease in the typical Handle per Race.
b) Saturdays, Sundays and Holidays will have a 20-50% increase in the typical Handle per Race.
c) Number of horses in the field of a race will impact the pool size, more horses equate to larger pools.
d) Super Race Days, e.g. Breeders Cup, Kentucky Derby, etc. obviously result in much larger handles.

Why is the Handle per Race and the Pool size of a Bet Type important to you, the bettor?
Consider the following scenario:
Without your $10 bet, a winning exacta at BEL pays $200.00 and a winning exacta at FPK pays $200.00.
Once your $10 bet is added into the BEL exacta pool the winning payout drops to $199.20.
Once your $10 bet is added into the FPK exacta pool the winning payout drops to $175.80.
Your $10 bet at BEL is only .004% of the net pool after takeout.
Your $10 bet at FPK is .139% of the net pool after takeout.
If your bet had been a $100 exacta at BEL, the payout would have dropped to $192.20.
If your bet had been a $100 exacta at FPK, the payout would have dropped to $83.80.

That is why it is called "Pari-Mutuel Wagering"
